Planning and Zoning Committee Minutes

Wednesday, January 25, 2012


Call to Order: 7:07 PM
Mayor Spremulli, Kathleen Hale, Doug Miller, and George Skipper present; Greg Potts, Jeff Filarski and Ann Oakar assisting
Minutes of the previous meeting of the Planning and Zoning Committee were not available for consideration.
Old Business: It was noted that the request for a variance for the construction of a screen porch at 70 Winding River Trail within riparian setbacks, submitted on behalf of homeowners Mark and Lisa Shapiro by their architect, Richard Siegfried, was reviewed by Bentleyville Village Council at its regular meeting, January 18, 2012, and unanimously approved, as recommended by the Planning and Zoning Committee.

New Business:
1. Proposed Ordinance 2011-65, replacing Part Twelve, Title Six, Chapter 1267.01 of the Codified Ordinances of the Village of Bentleyville, and creating Part Twelve, Title Six, Section 67- Conservation Development District, submitted for first reading at the December 21, 2011 meeting of the Bentleyville Village Council, was reviewed by the Planning and Zoning Committee. Subject to corrections and revisions approved by the Planning and Zoning Committee, members of the Committee agreed unanimously to forward the revised Ordinance to Bentleyville Village Council, to be added to the Agenda for its regularly scheduled February meeting, February 15, 2011, to be placed on second reading.  A public meeting should be scheduled to take place prior to the proposed Ordinance’s anticipated third reading at Council’s regularly scheduled meeting, March 21, 2012. Amy Holtshouse Brennan of the Chagrin Watershed Partners, Inc, will be invited to the proposed public meeting to answer questions about Conservation Development planning. Jeff Filarski provided the members of the Planning and Zoning Committee with a revised graphic explanation of the differences between traditional and conservation development, suitable for posting on the Village website, in order to explain the nature and purpose of the planned Ordinance.
2. Greg Potts’ draft of a Variance Request Form, to be supplied to homeowners seeking a variance, was reviewed and unanimously approved, subject to agreed upon revisions.
